- After the sim season ends with the last game of our NBA Final, we will open a thread in which every GM (including trade committee members) can present the case for 3 of their own players from last season and 1 player from another team. GMs will express why these suggested players deserve the boost as well. The comments shall include “real life performance” and/or “potential” arguments but we won’t consider sim stats to discuss attributes (For further reference look at the bottom note). If needed, GMs can post external links to back-up their comments.
For each player, GMs must post the following information:

- The panel, in charge of reviewing ratings, will look at all suggestions and will give every GM the chance to change one suggestion if the panel finds it illogical. This change can be either a better explanation or a new player selection. The panel will explain what they find illogical so the GM gets a better idea on what do to (Change player or argue in a more logical/better way for their original player).
- The Panel will consist of the members of the Trade Committee, with every member having an equal voice and vote. Other than the 3 Suggestions from their own team, and the chance to argue 1 more after ratings are released (same thing every other member gets), TC Members will not give ratings to the rest of their players.
- The panel will also take a look at players' tendencies. A great shooter could have very high attributes on his jump shot, but if for some reason his shooting tendency (how often a player shoots) is low, he will not score as much as it seems he should when looking at his rating. Shooting tendency will be the tendency the panel looks at the closest, but there are others that will be explored as well.
- GMs can nominate one of their 3 players for an increase in shooting tendency. There will need to be some evidence or just a clear situation that the GM points out where a player has great ratings on their shot, but does not score much, or as much, as it seems they should. An example of a clear situation/evidence would be a player scoring few points on a team with little other scoring power.
- Once rating changes are completed, the new rating will be presented and GMs will have the chance to refute 1 player rating using the previous format.
After new ratings become official, Off-Season will begin.
Note: In 2k10, Stats are calculated with an equation that uses attributes (inside scoring, perimeter defense, rebounding, etc.) and tendencies (shot tendency, midrange tendency, dunk tendency, etc.) as variables, with only attributes modifying the overall rating of a player. In other words, tendencies do not affect player ratings at all, only attributes do that. For that matter, it would be insane if we based rating changes on sim stats. If we do that, we could have like 2 or 3 Jordans, 4 Magic Johnsons and like 5 Kareem Abdul-Jabbars in no time, LOL!
The reasons why we are not leaving this up to the game is that nba 2k10 makes rating changes after the offseason based on a "potential" rating each player has and that we are not made aware of beforehand. Moreover, this potential rating doesn't vary based on sim stats.
