fine, 76ers offer 2 yr deal at 1.5 mill. total
Year 1: 500,000 Year 2: 1,000,000(500K increase)
We feel that you would be an integral bench player for our rising playoff caliber team. New Orleans cannot sign 3 or 4 free agents so the chances are that they don't really want to pursue you like we do. Getting rid of Jrue Holiday has opened up the backup PG position and we feel that your experience and passing ability would be an ideal fit with our squad and helping to teach Louis Williams. We can offer you a 2nd year, something that New Orleans doesn't want to do.

Year 1: 500,000 Year 2: 500,000 (team option)
Mr. Tinsley. We have reveiwed your statements and we have decided to change up our offer a bit. You said you wanted a team option so we gave you that in year 2 of our deal. You deserve to be on a team that will compete and there is no better team out there than this New Orleans Hornets organization. You will be getting significant minutes at PG when Chris Paul needs a break and we will also be playing some 2 PG sets with you and Paul on the floor at the same time.

Tinsley:
Year 1: 500 K
Year 2: 1,000,000(team option)
76ers have also decided to change the offer. Unlike the Hornets, we are willing to offer you more money because we actually think you are a valuable asset to have. You would be our backup PG and you would be playing for a playoff caliber team. The Hornets is bidding on like 4 players right now. They don't care about you, they want McGrady and Shaq. You are their 4th option. We are hoping you see this and see that playing in Philadelphia will allow you to play for a passionate fan base that takes its sports teams very seriously.

New Orleans Hornets - You do have an open backup PG spot, and we are very interested in the team you have put together.
Philadelphia 76'ers - Philly, you look like you can offer legitimate playing time, which we are very interested in as well. Your team has interesting players on it as well.
Detroit Pistons - Rodney Stuckey. JRue Holiday. George Hill. J.J. Barea. That's all that really needs to be said, but I'll elaborate. Tinsley has absolutely no interest in being the 5th best PG on your roster. Maybe Hill is a little more SG than PG, but he can play both. Even w/o him, that's 3 guys ahead of Tinsley, and even if you traded one, you wouldn't be able to give him as much PT as Hornets. Thank you, but no thanks.
Miami Heat - Miami, we do not see the PT being available with you. While you maybe will trade one PG out, that is not for certain, and right now we don't see any reason to sign with you over the other teams. You gave slightly more money, but really right now Jamaal is trying to just play (after being off for a bit for various reasons) and get his value back up. Sorry, you do not provide him the opportunity to do this.
We are going to wait on the decision from another PG or two that may be rated above Jamaal. This is probably the order right now, top being the most likely for Jamaal to sign with.

Jamaal,
Heres the reality: We have depth at that position, but first. Stuckey is prob on his way out soon, and that takes out a SG. If you sign with us, we can most likely move JJ around, and I'd rather have you come off the bench over him anyways, and will reflect that in my depth chart, plus ill prob trade him anyways. George Hill, if you sign with us, will be our backup SG, meaning you will backup Holiday and still see plenty of playing time. Heres our offer:
1st year: $2,000,000 2nd year: $2,500,000 (TO)
Come to Detriot and we will make it worth your while

You can say he's on his way out but until that happens, you have all those guards anyways, so you can't promise him something that you don't have yet.

The Houston Rockets offer Jamaal Tinsley 2yr3mil guaranteed contract:
Year 1: 2mil(mle) Year 2: 1mil
We are currently fielding offers with PG Kyle Lowry. Which means once he is moved we will need that backup pg to Devin Harris. We can use your playmaking skills off the bench with a contender.

Hornets are out with the signing of Rafer.
Philly - Still has a lot of PT available, nothing has changed there. Your best PG is a 74 and he's young, and you have no other PG on your roster and no one else who really has any PG skills. I guess Tayshaun can bring it up a little, Iggy maybe a little too, but not really ideal situations.
Miami - You definitely helped your chances with that trade. Your best PG is a 76 and more established (than Flynn for 76ers). You still have both LeBron and Wade who dominate the ball as well. Thornton has some PG skills, and if I'm going to mention guys like Tayshaun and Iggy for Philly, I gotta mention Stackhouse as having a little ballhandling skills from you as well.
Detroit - Still, you have those players on your team. We just can't go there on the assumption you'll move players, because who knows if you will find the deal you want to move him.
Houston - Same as Detroit basically. While you may move Lowry, he is on your team now, so that is what we have to work with. Not as much PT available as other places.
Final Verdict: Philly offers the most PT and the best chance at really running a team for stretches. While Miami is close, we think that even when Jamaal gets on the floor, Wade or LeBron would be the ones really orchestrating the offense. Jamaal wants to get his name back out there by showing what he can really do this season, so he is taking his services to the City of Brotherly Love.
Update your charts ASAP.
